The Pennsylvania Developmental Disabilities Council (PDDC) made funds available for the development of a Business Leadership Network (BLN) starting January 2000. The PDDC selected AHEDD, a private, non-profit specialized human resource organization, to coordinate the BLN in Pennsylvania. AHEDD was established in 1977 and operates programs throughout Pennsylvania and Delaware to further the employment of people with disabilities.

The Pennsylvania Governor's Committee on Employment of People with Disabilities (GCEPD) will serve as the advisory council to the BLN. The GCEPD was established in 1955 to improve the quality of life of Pennsylvanians with disabilities by promoting opportunities to work and live in an environment free of barriers imposed of architecture, communication or attitude. The board of the GCEPD consists of representatives from business, the disability community and government, specifically the Secretary of Labor and Industry as well as the Executive Director of the Office of Vocational Rehabilitation (OVR).
